Planning Applications

Planning applications within Edlesborough Parish are determined by Aylesbury Vale District Council (AVDC).  Edlesborough Parish Council (EPC) does, however, have a role in the process in that AVDC provides EPC with a copy of the application (including all plans and drawings submitted with the application) and  EPC is invited to submit any comments that they wish to be considered, including whether they support or object to the application.

EPC is not obliged to inform neighbours of the property in question that an application has been received, the statutory notification being a "yellow" notice posted outside the property by the Aylesbury Vale Planning Authority. It is customary however, for EPC to advise near neighbours that an application has been submitted and who to contact if they wish to view the application locally. This notification is not intended to indicate any opinion of  EPC relating to the suitability or otherwise of the application, but is merely an additional service to Parishioners to ensure they are aware that an application has been submitted and to provide a facility to view the plans locally if visiting the AVDC office in Aylesbury is not convenient.

EPC does not have a separate Planning Committee.  Instead, one Councillor from each of the three villages (Edlesborough, Dagnall & Northall), is delegated to review the applications for their village and make a recommendation regarding an appropriate response to AVDC at the next full EPC meeting. Unfortunately, the closing date for responses to AVDC sometimes falls before the next Parish Council meeting. When that occurs, the Clerk will forward the delegated Councillor’s recommendation to AVDC as a provisional response, subject to ratification by the full EPC at their next meeting. In the event that the full Council decides at that next meeting that the provisional response was not appropriate, the Clerk will then send a final response to AVDC reflecting the agreed view of the Council. In order to minimise the likelihood of this being necessary, it is customary for the delegated Councillor responsible for compiling the provisional response to advise the other two delegated Councillors of the response before the Clerk submits it to AVDC. Thus, if either of the other two delegated Councillors is unhappy with the proposed response, the Clerk would withhold it and convene an extraordinary meeting of the full Council to agree a response.

In determining its response to AVDC, EPC must consider what is best for the local community in general, within the framework of the published national, county and district planning policies.
