Introduction

Edlesborough School was founded in 1849 by the Countess of Bridgewater. The school originally had just one main room and a gallery, with benches for the children to sit on. The present school has considerably extended upon that original single room and now comprises a complex of modern classrooms, specialist teaching facilities and well equipped Information Technology Suite to accommodate 250 children aged from 4 to 11 years.

Today the school has children from the neighbouring villages of Edlesborough, Northall and Dagnall and many children from other local villages also attend. Ivinghoe Aston is due to come into the catchment area in September 2006. The school believes very strongly in promoting a warm, caring community where all people are valued and recognised. The staff are concerned with both academic standards of achievement and social and behavioural development.

Following an Ofsted Inspection in November 2003, the subsequent Report said:

"Overall academic standards are very high and have been for some years."

"Pupils make very good progress. They work hard and want to improve."

"Pupils behave very well and have very positive attitudes. Relationships are very strong."

"The school is a harmonious community, free from all types of oppression or bullying."

The school holds the Investors in People Award.

Edlesborough School is actively involved in the Healthy Schools Programme. Mrs Allison, a member of the Scholl Travel Plan Working Party, is also responsible for the school achieving Healthy School status. As part of the Buckinghamshire Healthy Schools (Theme 3, Physical Activity, Item 6), Edlesborough Schools Travel Plan encourages pupils, parents/carers and staff to walk or cycle to school under safe conditions.

As such our school travel plan :

Sets targets for reducing car use

Tackles issues of safety around the immediate environment of the school

Is owned and implemented by the school community and

Addresses parking and dropping-off issues around the school

The school catchment is shown below. Location maps for the school and more detailed plans showing the layout of the school grounds and classrooms within the school are shown in Appendices 1 a, b and c.

A site assessment was carried out in December 2006 and this has been included as Appendix 2.

The school is also used for a number of after school clubs and community activities. These are detailed in Appendix 2.

Current Road Safety Concerns

There has been concern for sometime from staff, parents and local people about the traffic outside of the school at the beginning and end of the day. These were highlighted in some depth in the responses from parents to the questionnaire completed in March 2006.

High Street Traffic

The High Street, Edlesborough, is felt to be a very dangerous road for children.

The key issues include the following: -

The extremely high speed of vehicles using the road. These include HGV’s as well as cars.

The use of the road as a commuter "rat run" during the morning and evening when everyone is late for work and dying to get home for their dinner.

No form of "safe crossing" at any location but particularly outside of the school.

A footpath along only one side of the road for a substantial length of the road.

Bushes overgrowing the footpaths that are present.

Cars parking on the Zigzag "no parking" zone directly outside of the school.

Cars parking opposite Memorial Hall at the junction with Pebblemoor causing road congestion and danger for children crossing.

The Dagnall Bus, which serves the school, parking directly outside on the Zigzag zone, again causing congestion for cars and concealing the view for children crossing road

The lack of any indication as to the speed limit for the High Street, no signs or road markings.

Two years ago a SID (speed indicator devise) survey was conducted. The results of this survey can be found in Appendix 3.

Following the survey a petition, supported by 250 people, was sent to the County Council appealing to motorists and motorcycle drivers to slow down and make Edlesborough safe for children.

We will consider a re-run of the SID survey in due course to establish any changes to the behaviour of drivers as a result of the work of the School Travel Plan Group.

The lack of a safe crossing point directly outside the school

To gain access to the school a significant proportion of the pupils who walk need to cross the High St. There is currently no supervised crossing point.

Most parents who raised the issue felt that this would be a positive benefit and that it would make a significant difference in their approach to walking to school.

The lack of any suitable parking close to the school

There are a number of villages within the school’s catchment which do not meet the requirements for funded transport and for which walking is a significant challenge.

This combined with many parents on-trips make a degree of vehicular drop-off at the school inevitable.

There is an area of parking adjacent to Edlesborough Green which could be utilised more successfully if it was kept clear of other vehicles or extended. This could then reduce the congestion currently occurring directly outside the school.

 

Aims and Objectives

A School Travel Plan, STP, will be of great help in assessing and addressing the travel problems that affect pupils, parents and all other users of the school, as well as the local community.

It will identify known and unknown problems, actively work to find solutions to them and monitor the progress made in implementing these solutions.

The Action Plan for the school travel plan initiatives is located on page 13. The key aims and objectives are given below.

3. To encourage more pupils to walk to school.

4. To increase travel awareness and improve the road safety skills of the pupils.

The implementation of the Travel Plan with the support of the school staff and parents should provide the following benefits:

Better relationships with residents in the immediate vicinity of the school and the local community generally.

Enabling the school to have a pro-active role in improving road safety and improving pollution levels around the school.

Less congestion at the front of the school at drop off and pick up times.

Increased awareness of transport issues for pupils and parents.

Increased road and personal safety skills for the children.

The creation of stronger links between parents and each other and the school.

Improved health, well-being and independence of children.

 

Terms of Reference

The following terms of reference have been identified and agreed by the STP Working Group.

To determine the travel to school problems affecting pupils and parents by means of travel surveys.

To encourage support from pupils, parents, staff, governors and the local community for school travel planning.

To produce and promote the School Travel Plan in consultation with the school community.

To include the School Travel Plan in the School Plan and to ensure that it is regularly monitored and updated.

To produce an Action Plan to help achieve the targets and objectives of the School Travel Plan.

To improve the road and personal safety skills of the pupils.

To promote more sustainable forms of transport to school where possible.

To increase travel awareness issues for pupils and parents.

Junior Road Safety Officers

Two Junior Road Safety Officers (JRSOs) were appointed at t he school in September 2006. They are engaged in a variety of activities that link to the School Travel plan including

Each month they talk to the whole school, during assembly, providing information sent to them by Buckinghamshire County Council, Transportation Department

In October the JROSOs ran a competition, with prizes donated by the County, to find the most exciting item while out walkin in the half term holiday

They also organised a "Walk to School Month" Scavenger hunt

The JRSOs will continue with their monthly bulletins and will be organising further competitions and events

They are signitaries to this School Travel Plan

 

Questionnaires and Surveys

A detailed survey was conducted during March 2006 to assess the needs, views and opinions of parents and pupils.

The questionnaire was distributed to all pupils at the school. Returns were received which represented 132 children of the 246 currently on the school roll, (54% turnout).

A further "hands up" survey (similar to the Bucks CC hands up survey conducted in November) was conducted in school on Friday the 9th June 2006. All the 223 pupils at school on that day took part.

Of those travelling by car, 18% currently undertake some degree of car sharing and a further 57% expressed an interest in car sharing in the future.

37% of the pupils/parents indicated that a controlled crossing outside the school would affect their decision on how they travel to school.

42% of pupils/parents would be interested in using the Walking Bus scheme, with 24 parents volunteering to get involved.

Issues raised in the survey

The following were specific points and ideas raised by the parents:

Extend no parking zone outside school to beyond Memorial Hall road junction.

Create/maintain more car parking spaces in the parking area adjacent to the park opposite the garage.

Flashing "Slow Down 30mph" signs on High St.

Enforce no parking on zigzags outside school, needs to be policed, including Dagnall Bus.

Improve bridlepath between Ivinghoe Aston and Edlesborough.

Introduce speed humps along High St.

Create 20mph speed limit on High St outside school, could be enforced during school entry/exit times only.

Arrange for the Dagnall bus to pick up pupils at the area to the west of Edlesborough on the A4146 known as Pinetrees. (In September 2006 there will be a bus from Ivinghoe Aston to the school which might be more suitable for this).

A large percentage of pupils (82%) said they would prefer to walk to school so this is a key focus of our plan through walking crocodiles etc.

The full results of both surveys are given in Appendix 5.

The parent survey will be repeated on an annual basis in June. The hands up survey of pupils will be repeated every year during the autumn term.

SMART TARGETS

To increase the number of pupils walking to school from 51% in June 2006 (approximately 125 pupils) to 60% (approximately 137 pupils) in June 2007

To reduce the number of pupils travelling to school by car from 42% (approximately 105 pupils) in June 2006 to 35% (approximately 88 pupils) in June 2007

To increase car sharing from 6% (approximately 15 pupils) in June 2006 to 15% (approximately 38 pupils) in June 2007

The baseline for these targets is taken as the "hands up survey conducted by the school in June 2006. We will review these targets as part of our annual review of the STP and set new targets on a year by year basis. The targets will be monitored through ongoing use of school and Bucks CC "hands up" surveys over the next 5 years.

Monitoring and review.

The STP will be included in the School Plan and will therefore be regularly assessed by the Monitoring and Evaluating Committee of the governing body and staff.

The STP will be reviewed and updated every September.

An annual progress report will be sent to the Safer Routes to School team.

All targets will be monitored at the STPWG meetings.

Progress and success will be reported via the school travel plan newsletter which is sent out termly.

Monitoring and evaluation of progress with the Action Plan will take place as indicated in the Action Plan. Correspondence, Minutes of meetings, Results of Surveys and other documents and records will be kept as appendices to the School Travel Plan.

Once approved the School Travel Plan will be placed on the School Web site and information on progress sent to all parents as part of our newsletters. We will also seek opportunities to publicise activities through the local media. E.g. Leighton Buzzard observer article on the walking crocodile.

Describe the area by the school’s entrance

What length of road is being assessed (use map references or landmarks to describe).

From The Bell Public House to the junction of the High Street with Summerlease and Pebblemore as far as the junction with Brownlow Avenue

 

 

 

Give a summary of what you observe, including information about housing, parking, vehicles, pedestrians and other road users.

The road goes down a steep hill with housing on one side and housing and offices on the other. There are cars parked along the road leading to the school entrance. The area directly either side of the school is busy with traffic and parked vehicles dropping off both to the school and the playgroup which is based in the village hall. Further along there is more housing on the left with Edlesborough Green on the right. There is a bus stop on each side of the road. After the green there are hoses on the right and shops on the left this area is again busy with traffic and parked cars. Along Pebblmore the green is on the left hand side and the local garage on the right. This is also the pick up point for buses taking secondary school children to Aylesbury and Wing.

Are there any parking restrictions? If Yes, describe. Are there any issues?

There are zig zag lines outside the school. Following an approach by the Safer Routes to School Group the PCO occasionally patrols outside the school enforcing no parking on the zig zags and on the roadside opposite the junction with Pebblemore.

Is there a School Crossing Patroller? Where are they sited?

NO.

Are there any other crossing facilities? Are there issues for those wishing to cross the road?

There are no other facilities. There is a slight curve in the road making visibility along the full stretch of road each side of the school difficult. The many parked cars further restrict vision. The school bus from Dagnell also parks in this stretch of road further reducing visibility of oncoming traffic.

Are there School Keep Clear markings (zig-zag lines)? Do cars park on these lines? Is there a Traffic Regulation Order associated with the markings?

There are markings. Cars do park on these markings although the local PCO is having some success in deterring this. I have no idea if a traffic regulation order exists.

Are cars required to cross the pavement to access parking facilities? If so, describe.

Staff cars have to cross the pavement to reach parking facilities within the school grounds. There are no other parking facilities near the school other than a small car park off of Pebblemore. There is no footpath at the entrance to the car park.

Are vehicles parked along the road? Include quantities and type.

Yes many cars, thirty or more and the school bus.

In your opinion, is there traffic congestion at school start/finish times? You may wish to consider conducting a count.

Yes the road is usually restricted to one carriageway for some distance and only one direction of traffic can pass at a time.

There is a separate gate for pedestrians than that used for staff cars.

There are footpaths directly outside the school on the right hand side of Pebble more, on both sides of the High Street towards the shops and on right side towards the Pub.

Cycling – are there cycling facilities? Describe

No specific facilities exist.

Outline the current issues:

· Brief description of traffic problems arising from the school journey (These are included in the STP)

· What do you perceive to be the main issues associated with school travel eg parking, access to site, children’s health and safety, seeking planning approval for new premises or site expansion? Provide specific detail and differentiate between staff and pupil issues. (See STP)

· A bus brings and returns children from Dagnall Village to/from the school. There is no specified parking provision for the bus which has to stop on the zig-zag lines.

· Considering the issues identified what improvements could be considered? (See STP). Further parking restrictions and a specified bay for the bus away from the zig-zags.

· What steps, if any, have you taken already to address the issues? The area around the school has been risk assessed as part of the process for setting up a walking crocodile scheme. (These risk assessments are in the STP at Appendix 6). The STP working group has contacted the parish council and the PCSO has undertaken patrols to enforce parking restrictions on the zig- zag lines outside the school and on the junction between the High Street and Pebblemore.

· Has any research or monitoring already been conducted? A SID survey has been conducted outside the school. A parent survey has been conducted to investigate how children currently travel to school. The results of these are included in the STP.

Appendix 3

SIDS Travel Survey

Results of SID survey carried out on 19th and 20th July 2004 in High Street, Edlesborough, between Churchcroft and the Memorial Hall.

Over the two days, the 30mph speed limit was exceeded by 50% of vehicles travelling past the devise.

On 19th July 2004, 316 cars out of a total of 612 broke the speed limit i.e. 49 % of cars were going too fast.

On 20th July 2004, 144 cars out of a total of 308 broke the speed limit, i.e. 53% of cars were going too fast.

The survey was carried out on both sides of the road and at different times of the day.

A total of 9 hours were surveyed on the 19th and 5 ½ hours on the 20th, between the hours of 6.30am and 9pm.

In the information file that accompanied the devise there was a section marked "collection of data". It stated, "It should be made clear that SID will not give a true reading of what normally happens. Traffic will travel past the sign much slower than normal." With this in mind SID recorded cars travelling round the bend below Churchcroft towards the school at speeds of up to 57mph !!!!

As part of the School Travel Plan currently being prepared, we need to have pupil’s and parent’s views and opinions on the issues raised to date, and to see if there is anything else that we have missed!

Of the 72 walkers, only one lives more than 1 mile away, two would like to cycle and 1 travel by car.

Of the 51 car travellers, 36 would prefer to walk, (3 more than 3 miles, 17 1-3 miles, 16 less than 1 mile), 6 to stay in the car, (1 less than 1 mile), 5 to cycle and 4 by bus, (all 1-3 miles).

Of the 9 bus travellers, 3 would prefer to stay on the bus, 3 to walk and 3 to cycle.

Of the other, most people had ongoing journeys to make, such as dropping other children at nursery/school and going to work.

Other suggestions:

Extend no parking zone outside school to beyond Memorial Hall road junction.

Create/maintain more car parking spaces in the parking area adjacent to the park opposite the garage.

Flashing "Slow Down 30mph" signs on High St.

Enforce no parking on zig zags outside school, needs to be policed, including Dagnall Bus.

Improve bridlepath between Ivinghoe Aston and Edlesborough.

Introduce speed humps along High St.

Create 20mph speed limit on High St outside school, could be enforced during school entry/exit times only.

Dagnall bus could pick up children at the old Shell Garage.
