Minutes of Previous Meeting
2 amendments had been made to the Minutes previously circulated to Councillors which were agreed and the Minutes then signed by the Vice Chairman as a correct record.
Matters Arising from previous Minutes

Anticipated problems expected over the May Bank holiday had not materialised.

Open Forum
Jean Fox of Affordable House was due to attend the meeting, Clerk to ascertain reasons for her absence
The Parishioners in attendance were concerned regarding the proposed development of Manor Farm, Edlesborough and the implications of increased vehicular traffic on a Private Road together with contractors' vehicles, noise, additional increase in drainage and sewerage, and the possible inclusion of streetlights and the protection of bats. Cllr Wilkinson informed the parishioners that a Bat survey is an issue which will need to be resolved before any planning application could proceed. The Parish Council would be discussing this application under the Planning agenda item and the parishioners were invited to remain at the meeting to hear the Council’s comments and proposed response to the application. It was recommended that they personally wrote to AVDC stating all their concerns.
Items to report to the Police
PC Jared Levens was in attendance to answer any questions. It had been agreed at the recent NAG meeting that in future
, Thames Valley Police would be attending quarterly Parish Council meetings giving parishioners the opportunity of raising any issues. It was agreed that Thames Valley Police would attend the meeting to be held on Thursday 22nd July, reference to which will be on the Parish notice boards. Cllr Mrs Prys-Jones thanked PC Jared Levens for the quick response of the police regarding an incident at her home.Finance Reports:
Accounts for the month ended 31st May 2010 were approved
Special Projects and on-going development
A lengthy discussion took place regarding the distribution of the Special Projects’ finances, the outcome of
which would be reflected in the June accounts.Annual Return 2009/10
The annual audit had been completed by the Internal Auditor and figures on the Annual Return were approved by Councillors. Cllr Cubbage, as Chairman of the meeting, and the Clerk signed the Annual Return for submission to the External Auditors.
Delegated Budget requests for 2011/12
It was agreed that the Parish Council would prioritise the proposed lay-by extension at Brook Street to include a disabled parking space and 2 cycle racks on the corner of Brook Street and the High Street. Funding for the provision of Bus Shelters in Edlesborough High Street, Travellers Rest and outside Dagnall Hall would also be included.
Northall Village Hall Play Area maintenance.
Discussion was still to be continued and the Clerk provided Councillors with print outs of the last 3 years expenditure on the play areas at Dagnall, Northall and on the Green, Edlesborough.

Planning Issues
Development at rear of The Swan, Leighton Road, Northall
No further road works have been carried out to date. Parish Council still pressing for action as the Lane is getting progressively worse. .
AVDC Core Strategy
Cllr Wilkinson updated the meeting on how the Core Strategy might be affected as a consequence of the new government scrapping the housing numbers previously dictated by the regional bodies. He emphasised that this doesn't mean that the Core Strategy had gone away altogether. The AVDC planners are currently reviewing the numbers and will no doubt adjust them, but there is no indication that the Tier 4 Core Strategy that they've already proposed will change, so EPC needs to have an agreed view on which housing site or sites we would support or oppose if and when the time comes to discuss the matter with them.
It was agreed that this very important matter should be discussed at the next meeting on 22.7.10.

EDaN Project
Cllr Williams reported that the recent Concert had been well attended and very successful. A further concert will be held on September 25th commencing at 7pm, Dagnall Choir will be attending.
EDaN had held a meeting with Arriva and Clerk was requested to write to Arriva requesting them to identify costs which they claim will be involved in extending the bus route to Dagnall and to Bucks CC for the criteria in subsidising certain bus routes.
The Traffic Management team will take part in a float on Carnival day and also run a scalectrix track stall.
EDaN is hoping to acquire the use of a barn to hold a Barn Dance in September/October. Permission was given by the Council to hold a Halloween event on the Green on Saturday 30th October between 5.00 – 9.00pm and for a May Day event to take place on Sunday 1st May 2011.
EDaN Steering committee and Parish Councillors to arrange a joint meeting in July in order that the Steering Committee can give an update presentation.

General Purposes Committee Report
The Committee had reviewed charges for Memorial Hall bookings, Pavilion & Green users, Burial fees and Allotments which were reported to the Parish Council.
A quotation had been accepted for the replacement of the boiler system in the Memorial Hall.
Meetings to be held to discuss quotations for CCTV in Memorial Hall and Pavilion car parks and the possible extension of the Memorial Hall car park.
Following a request for a team to play cricket on the Green the Committee advised that this be discussed with Edlesborough Cricket Club.
