Minutes of the Ordinary meeting of the Edlesborough Parish Council held on Thursday 15th May 2008 at Edlesborough Memorial Hall
Cllr Avril Davies informed the Council of the encouraging news that Buckinghamshire, Bedfordshire and Hertfordshire County Councils were currently in discussion concerning the continued use of the A4146 by Waste Disposal Lorries.

General Purpose Committee Report
Councillors had received a copy of the draft Minutes of the most recent GPC meeting held on 7th May of which several items were included and reported on at this meeting.
Traffic Calming Reports
Waste Disposal Lorries – County Councillor Avril Davies gave an up to date report at the beginning of the meeting.
Streetlighting (Edlesborough) New column should be installed shortly at Cow Lane to enable various lights to be switched off to assess parishioners preference for streetlighting or more traffic calming measures.
Dagnall Work now commenced on the footpath across the allotments.
Northall: Clerk to request ‘Childrens’ Playground’ sign for the new playground at Northall Village Hall and to
emphasise the need for a 30mph speed limit in South End Lane from the A4146 (Leighton Road) to
Beacon View.
Community Speedwatch – This is a traffic monitoring scheme that is co-ordinated by the Police and Bucks CC but managed and run by volunteers in the community. Volunteers are trained to use a detection device to monitor speeds of vehicles travelling through their local area and registration numbers of speeding vehicles is recorded. Letters are sent to offenders by Thames Valley Police the first being a warning letter followed by a stronger letter and stronger detected speeding will result in enforcement by the Police. Approximate cost of setting up a scheme is £1,995. The Parish Council agreed to discuss the sharing of the equipment with Cheddington Parish Council.
Insurance
Having received quotations for 2008/9 premiums the Parish Council have agreed to change insurance companies and as from 1st June it’s insurance will be covered by Norwich Union.
The Villages – issues other than Traffic Calming and matters delegated to the GPC
Dagnall: The Chairman thanked ‘the ladies’ who had run the Parish stall at the Fete with particular thanks to
Julie Ratheram for her input. Advance notice was displayed regarding entering the Best Kept
Village Competitions next year.
Edlesborough: The Methodist Church Flower Festival had been a success and thanks were expressed to Phrena
Wilkinson for having made the flower arrangements on behalf of the Parish Council.
Northall: A request was made for a Litter Bin for the Northall Playground.
The scheduled St. Mary’s Parish Church Flower Festival has unfortunately had to be cancelled.
P.A.I.N (London-Luton Airport)
A response had been received thanking the Parish Council for it’s comments on the Consultation. The date for responses on the Consultation has been extended.
Best Kept Village Competition
Due to the short notice the Parish Council were able to give to Parishioners it was agreed not to proceed this year but to enter the three villages of Edlesborough, Northall and Dagnall for the 2009 competitions.
EDaN Project
As a result of the Dagnall Fete 15 volunteers have agreed to lend their support. The draft Plan should be finalised shortly and presented to the Parish Council.
Rural Strategy Report
BRAG preparing an action plan.
Tennis Club Lease
Discussions still taking place between the Parish Council and the Tennis Club on agreement to the wording of the Lease. The Parish Council have requested it’s solicitor to proceed to register The Green with the Land Registry.
Cemetery Access - A revised specification is currently with the Churches Conservation Trust for consideration prior to sending out for tendering.
