4. Treasurer’s report
All Project Action Teams must notify the EDaN treasurer of any funds received and any planned expenditure. Standing Action all team leaders.
5. Project Action Team reports
5.1 Village beautification
Fund raising for future projects – fire walking evening. Deposit for £200 needed. Sue Waldron is in charge of arrangements. Need to know cost basis on evening. It will be featured, with registration forms at the Edlesborough Fete. Minimum sponsorship is £60 per person. Space is limited, and booking is essential. Memorial Hall booked for 7 November. EPC have agreed to use of the Green provided that no damage is done.
Church floodlighting
Gabriella, local conservation officer of the Churches Conservation Trust has stipulated that we can only proceed if there are NO objections. This seems very harsh.
Alan has seen Jack and Joan Horne – the church wardens - but they are still opposed to the project.
Focus has an item asking whether anyone has objections – in which case - to be sent to Christine.
Lorna Cubbage has investigated vandalism at Eaton Bray Church. There has only been one incident – before the cages were installed. The police support flood-lighting.
Gabriella has a further requirement concerning wild life issues. No protected species are listed in the area (according to Tring Museum). Christine is meeting the Countryside Officer from BCC. (We would need to angle lights so as to avoid disturbing bats.) Gabriella also wants an archaeologist on site when the work is done.
Gabriella will be on site with her surveyor on 16 June. We could invite our local crime prevention officer along. Agreed
Planters
All planted with evergreens by local helpers. Annuals will be added when risk of frost has passed. A new member of EPC complemented the team on their work. Sponsor signs still need to be made. Recommended supplier and supporting details to be sent to EPC.
Plans to put a ready-made planter on Dagnall roundabout still in progress.
5.2 Transportation
Disappointing response to the travel survey. A flier will be placed in Focus when possible. It will also be on the stall at the Fete. Lack of progress is disappointing to the strong team of supporters. Christine Thomas from Edlesborough has now joined.
5.3 Youth
(From Vicky) 30 people attended the Beetle drive in Dagnall and it made a profit. Another one will be held in Edlesborough on Friday 19 June. Kathy Bowers will sponsor the event with goods (eg Coca cola cans).
5.4 Traffic Management
A few traffic surveys have been carried out in both Dagnall and Northall. It is hoped to obtain sample data for all hours between 5.00am and 9.00pm (counting vehicles only).
Bucks CC are about to undertake a freight strategy over the next few weeks. It is hoped that EPC will try to influence this.
Contact has been made with Water End, but no response has been received yet. Reciprocal support is being sought.
Surrey and Suffolk have similar projects on-going.
Speed watch arrives on Friday. First couple of weeks will be a trial period. High visibility jackets will be worn. Direct access to DVLA has not yet been obtained. Data can be obtained via Thames Valley as a reserve. A standard letter goes from the police immediately, though no other action taken by police on first two occasions.
5.5 Cycleway
Nothing new to report. Possible routes have been mapped out except for Dagnall to Edlesborough where a satisfactory route is still to be found. Whether or not any will be lit is still to be decided.
The Ivinghoe Aston to Edlesborough path is due to be re-surfaced.(now cancelled due to lack of funds)
The budget is £200,000 minimum. Sustrans are not interested. Project needs to be done in partnership with BCC to succeed. Northall to Edlesborough is the most likely to get funding (eg to get to doctors’ surgery) Defining route is difficulty for Dagnall to Edlesborough.
5.6 Footpaths and pavements
Need to create new committee to undertake work on maintenance of footpaths etc. – or sub-group of cycleways team. Action Alan and Richard
5.7 Drainage
E-mail contact to date but no meeting has taken place as yet.
5.8 Post code
Reassuring news from one insurance company reported. More being sought.
Thames Valley Police are only prepared to respond when they are certain the property is in Bucks. The 160 properties affected by the change in county boundary still have Eaton Bray in their postal address, which appears to be one cause of the problem. Changing this has no cost implications for Deeds whether or not the property is registered with Land Registry.
Need to establish whether change such that Edlesborough address always equivalent to Bucks/Thames Valley Police would solve problem. If so, need to consult the 160 properties involved. It was agreed that this should be done via a short questionnaire (funding required), and that a simple majority would provide go ahead for change.
It was agreed that contact with the bodies listed in post code minutes could all be approached as part of the research phase.
6.0 Village Carnival
Two adjacent pitches have been booked.
It is proposed that each Project Action Team prepare a board. Use flipchart sized paper. Use common typeface, size and headings, provided by Jim. Elizabeth to investigate getting posters printed at Ashridge.
Mick to investigate printed yellow balloons with the EDaN logo on them. Cost to EPC as soon asap.
Jim to talk to Tony Denson about sponsoring a banner, and to Kathy about re-using the ‘save our post office banner.
EPC want to use the EDaN logo on their stand at the Fete. The meeting agreed that this was undesirable as it sent a confusing message.
Display boards – church ones, flying club boards available and welcome. Possibly borrow some from school – Jim to speak to Marlene.
Driving at the speed limit fliers – laminated – to hand out>? .75p - £1.00 each – too expensive to hand out. David to ask Nigel Spencer, Thames Valley Police, Speedwatch etc what they can contribute?
Would we be able to use Speedwatch to measure speed of footballs being kicked? If yes, then there will be a competition for fastest kicked football.
Collect list of people who are new to village – so we can deliver a copy of the Plan.
Elizabeth to look after the Project ‘tent’ – with others relieving her when necessary.
Second stall – money raising:
Tombola – each EDaN member to donate 10 items, to be delivered to Kathy, who will look after the stall on the day.(can we ask team members too?)
Gazebo – Jim has one. Mick has two. Sides available too. (Pitches are 10 foot square.) Jim and Mick to set up.
7.0 Feedback from EPC re Constitution
Amend paragraph 2 under finance to make obtaining two or three estimates more flexible/realistic.
Alan will speak to John Wilkinson to clarify the nature of the relationship between EPC and EDaN (parent /child, or independent entities. Currently, former used as basis throughout.)
